What the photographs show
The before photograph shows visible staining and patch marks around a ceiling light and vent. It is shown as a condition photograph, not as a diagnosis of the cause.
The after photograph shows the same ceiling area with a cleaner painted finish. The photos do not prove whether any underlying moisture issue existed or was repaired by another trade.
When repainting a stained ceiling, the honest sequence starts with the condition of the surface and the cause of the mark. If there is active moisture or a building defect, that needs to be addressed before a paint finish can be relied on.
